"DPAL has been commissioned by the Department of Indian and Northern Affairs to develop a methodology to be used in the evaluation of the Popular Education Program. In June 1978, DPAL prepared a draft evaluation methodology and presented it to representatives of the Department of Indian Affairs, the Union of Nova Scotia Indians and the members of the Popular Education Program for their comments and criticisms. This final report is the outcome of that process"--p. [1].
