"The unemployment patterns in Manitoba reveal a significant anomaly when Indian people are compared with the overall unemployment rate. The Provincial rate of unemployment is below five percent seasonally adjusted and has remained in this range for the past several months. In addition, the Manitoba rate of unemployment has been favourable over the past several years in relation to the total Canadian unemployment rate."--p. 7.
