"The Enumeration Manual is an indispensable guide for Census-taking. It is necessary for each Enumerator to know it thoroughly in order to do his work accurately and with a minimum of effort. Specified sections musf be committed to memory; the remaining sections have been carefully arranged for reference. Besides memorizing the specified sections, the Enumerator must make himself thoroughly familiar with every item in the reference sections. Years of experience and, more recently, months of thought and discussion have gone into the preparation of this Manual to moke it as concise and simple as possible for an undertaking having the scope and magnitude of the Ceiisus.
