"The Enumeration Manual is an indispensable guide for Census-taking. It is necessary for each Enumerator to know it thoroughly in order to do his work accurately and with a minimum of effort. Specified sections musf be committed to memory; the remaining sections have been carefully arranged for reference. Besides memorizing the specified sections, the Enumerator must make himself thoroughly familiar with every item in the reference sections.
