5200 |a"A general census is a very costly undertaking, occurring only once every ten years; therefore it must not fail. In order to insure a successful census it is thus only good business practice to spend some time and money on a preliminary trial. There is an added reason why a trial census is vitally Important this time. A new system of census taking is being introduced -- one that will replace the conventional line schedule with an individual card system. By the adaption of this card to direct machine processing, much time will be gained in the publishing of census returns, and thousands of dollars will be saved ... To offset these advantages, a certain element of risk is involved in changing over from one method of census taking to another method.
