520 | |a"In a preliminary report on this subject the conclusion was reached that to pump water through the dam in such quantity as to remove the arctic water layer from the Arctic Sea, and to maintain unfrozen Atlantic water at the surface, would be impossible. For purposes of argument, however, it was taken that this feat had been achieved and an estimate was made of its climatic and biological effects, which would be large. In this second report it is assumed that the building of the dam itself is quite possible, but that no effort is made to pump water in either direction.
