"This report presents the findings of my examination under the Conflict of Interest Act (Act) into the conduct of Mr. Nigel Wright when he was Chief of Staff to then Prime Minister Stephen Harper, in relation to a transfer of funds he made to Senator Mike Duffy to pay back over $90,000 in claimed living expenses. I found that Mr. Wright contravened subsection 6(1) of the Act. Mr. Wright managed the political issue in the context of his responsibility as Chief of Staff and his decisions were therefore made squarely within the exercise of his official powers, duties and functions as a public office holder. I found that Mr. Wright contravened section 9 of the Act. I had already determined, in relation to subsection 6(1), that Mr. Wright acted in his capacity as a public office holder and that he was improperly furthering Senator Duffy’s private interests. I therefore found that Mr. Wright contravened both subsection 6(1) and section 9 of the Act"--Executive summary, p. 1, 2.
