"The operating environment in the B.C. Region has undergone some significant changes since the preparation of the 1983/84 - 1986/87 Operational Plan. Changes range from the heightened awareness some Bands have of their potential impact on political change as a result of their communication with the Special Committee on Indian Self-Government, and the expectations that have been created as a result of this interface, to the implementation of a "management regime" which inhibits local flexibility in the allotment of resources to meet local needs"--Summary of environmental assessment, p. 1.
