"Parks Canada has not formally defined what it means to minimize the ecological or environmental impacts of highways or how it will measure the achievement of this result. However, the Agency has committed to developing a monitoring and reporting framework for minimizing the environmental impacts of the highways. To this end, this paper provides the background and context for building a reporting framework. It presents an overview of national and field unit commitments with respect to sustainable highways and how these are reported on, as well as practices and performance indicators of environmental management of roads and highways used in other jurisdictions with a view of identifying elements of a framework for national reporting on the environmental impacts of highways"--Executive Summary, p. ii.
