"Canada’s Fiscal Approach for Self-Government Arrangements sets out a policy framework for the provision of federal financial support to Aboriginal Governments which have entered into Self-Government Arrangements. This release of the “Fiscal Approach” marks an important change as Canada is now setting out its policy and funding methodologies publicly rather than treating them as confidential negotiating mandates. The policy set out here does not bring an end to discussion of these issues. Instead, this marks the beginning of a more open and transparent approach to fiscal relations, based on ongoing engagement with representatives of Aboriginal Governments and negotiating groups, provinces and territories"--p. 1.
