"The focus of this report is the magnitude of the revisions. This measure is often used as an indication of the reliability of the accounts, however, it can be misleading. Large revisions may be the result of an improved methodology and/or the inclusion of more current data, whereas small revisions may be the result of lack of follow-up work or lack of up-to-date data. While the extent of the revisions does not reflect the reliability of the "final" estimate, it does provide a means to judge the usefulness of the preliminary estimates"--Introduction.
