"In this study, for the first time in Canada, the US Bureau of Labor Statistics (BLS) definition for high-growth firms (HGFs) is applied to data from Statistics Canada. Adopting the BLS definition makes findings more meaningful as it covers all firm sizes with 1 employee or more. In comparison, the widely used standard definition for HGFs, developed by the Organisation for Economic Co-operation and Development (OECD), excludes firms with less than 10 employees. Using the OECD's definition for Canada would have excluded about 88 percent of all employer firms. Producing statistics on HGFs that are inclusive of employer firms of all sizes is becoming increasingly important as policy makers are advancing policies with a focus on identifying HGFs and supporting their growth. This analysis enhances the body of research that is available to policy makers to develop policies that target enterprise growth”--Abstract, p. ii.
