"During the 1960's and 70's planning and construction was in progress on a major hydro generating project in Northern Manitoba. This project, known as the Lake Winnipeg Regulation and Churchill/Nelson Rivers Diversion Project (LWCNR), was undertaken to meet increasing requirements by Manitoba residents for electric power and to allow the Province to generate revenue by exporting hydro-electric power."--Introduction, p. 3.
