520 |a“With the increase in mining activity in Canada, and the trend towards the mining of grades of ore lower than those worked in the past, waste embankments are increasing in volume and height. Problems have been encountered with many of them and, in 1969, the Canadian Advisory Committee on Rock Mechanics recommended that: "A design guide be developed for use by mining engineers and government officials charged with the responsibility of operation and inspection of mining projects. The prime purpose of the design guide should be to outline the general aspects relating to stability, the more common types of problems which may develop and investigations necessary to evaluate each of these problems. It is recommended that a portion of the design guide be explicitly detailed to outline site investigation details, design requirements and specifications, techniques of construction, procedures of inspection and the: approach to evaluate stability of existing facilities." This Guide has been prepared as a result of that recommendation"--Purpose, p. 1.
