"The social Development Directorate is responsible for supporting theefforts of Quebec Indians to improve their living conditions and for contributing to their socio-economic development. One of the objectives of the Social Development Directorate is therefore to assist individuals and families in need through the provision of financial aid and personalized services. In addition, the Social Development Directorate encourages Indian communities to play a greater role in the identification and establishment of social and community services adapted to their specific needs"--p. 2.
