Innovation and building codes : a study into performance codes / prepared for Canada Mortgage and Housing Corporation and the Technological Working Group of the National Housing Research Committee ;...: NH15-614/1991E-PDF
"This study of the building regulatory process was initiated to determine whether or not building codes are unduly inhibiting innovations in construction by virtue of their prescriptive nature, and addresses the issue of whether codes that are more performance based would facilitate innovations. The effect of the building regulatory process on innovation was examined from three principal aspects: the manner in which codes are written, how they are administered, and the procedures by which new products or systems are evaluated. ... Building regulations in Australia, New Zealand, Japan, USA, Britain, Norway and Sweden were also compared along with current developments in the EC countries who are preparing for the free flow of goods and services by 1992"--Abstract.
