"This document outlines a typical scope of an environmental assessment (EA) and was prepared in accordance with the Canadian Environmental Assessment Act (CEAA) requirement. That is, when an EA is triggered, the responsible authority (RA) involved – in this case the Canadian Transportation Agency – is to establish the scope of the project and the scope of the assessment. The EA Scoping Document will guide the proponent in the preparation of the EA supporting documentation or “environmental impact statement” that supplements information included as part of the application. It also outlines the responsibilities delegated to the proponent pursuant to subsection 17(1) of the CEAA"--Introduction, p. 1.
