"The evaluation of the IIA Capital Program is the third major priority area for Program Evaluation Branch after the Education and Social Assistance areas. The Capital Program forms a large component of the total IIA budget, in FY 78/79, $127 million of the total $650 million was forecast to be spent on capital projects - close to 20% of the total budget. The program has also been a rapidly increasing expenditure item in absolute terms."--Background, p. 1.
