First and foremost, the study is intended to derive a series of price indices based on alternative measures (such as the median, trimmed mean) and compare these figures with the average price for a selected number of Canadian cities. Having set the stage with these comparisons, the study then proceeds to analyze the desirability of these alternate measures"--p. 3.
