This project is to involve Departmental and consulting resources to produce a profile of current internal and external delivery mechanisms, and an effectiveness study of program delivery administered by the Department and Indian organizations. As part of this national study three more debtailed regional studies are to be conducted in British Columbia, Manitoba, and Ontario."--Terms of Reference, p. 1.
