"The study began, then, as an investigation of the possibility of the individual home-owner's bearing the cost of housing rehabilitation, as well as of possible ways and means of making financing available to him. It soon became clear that the availability of financial resources, while extremely important, was merely one fundamental aspect of the total picture. Another basic aspect was the question of the will or motivation of the owner of private property to make improvements, and the relevant factors which influence his attitudes in either positive or negative ways. The investigation soon broadened into a study of the attitudes of home-owners towards the rehabilitation of their housing structures, and the influences which bear upon these major decisions"--Introd.
