"The aim of the Ontario Regional Plan is to upgrade where possible, or at least to maintain, the current volume levels, quality and cost-effectiveness of both Band and Program Services. This will be accomplished through increased management effectiveness in times of fiscal restraint - "doing more with less". Also, in terms of diminishing flexibility in moving resources between activity, it becomes necessary to provide a more detailed, accurate and substantiated plan"--Regional overview.
