"Evaluation is an essential and inescapable process of a program. Its basic purpose is to assess effectiveness which is necessary in order to stimulate program growth and improvement. An adequate and meaningful evaluation involves a variety of measurements relevant to the objectives which characterize the program. Thus, in evaluating the Community Educators Program, the program objectives will be considered as the legitimate basis for the evaluation. It was understood that a program evaluation would be made before any further funding would be considered"--Purpose, p. [1].
