"The Assistant Deputy Minister, in his letter of October 24, 1983, directed that the long-term functional authority for Comprehensive Community-Based Planning would rest with the Director General, Housing and Band Support. As a result of this responsibility, the Director General, Housing and Band Support, initiated a functional assessment to review and analyse the current state of community level planning and the programs that support these activities with the aim of addressing the related issues that have been raised over the past several years. The goal of the assessment has been to suggest a strategy for the future direction of planning within INAC and to make suggestions regarding ways to respond to issues in the short-term."--Executive Summary.
