This study reviewed experiences of other jurisdiction in developing land-holding systems, as well as possible ways in which land might be lost from the co-operative housing sector. On the basis of this information, a theoretical model was developed which includes a land component, a capital component and a support services component. The model was reviewed to determine the legal, economic, and tax constraints to implementation. Finally an implementation plan was developed"--Abstract.
