The evaluation was conducted by the Program Evaluation Division of the Corporate Planning and Accountability Directorate in accordance with the directives of the federal government’s Policy on Evaluation. Its main objective was to examine the program’s relevance and performance. The evaluation covered a five-year period, from 2011–12 to 2015–16.
