"The Trusted Traveller Programs (TTPs), which fall under Program 1.2: Secure and Trusted Partnerships, Sub-program 1.2.1: Trusted Traveller, of the current Program Alignment Architecture (PAA), are designed to simplify the border clearance process for pre-approved, low-risk travellers entering Canada. The overall objectives of the TTPs are to increase the efficiency of border processing; support the flow of low-risk, pre-approved travellers into Canada; and to allow the Agency to identify and focus on travellers of “unknown” or “higher” risk in specific modes of travel. Currently, TTP include, but are not limited to, CANPASS and NEXUS. Both programs are available to citizens or permanent residents of Canada and/or the United States (U.S.). The purposes of the evaluation are to assess the relevance, performance, effectiveness and efficiency of the programs, and determine the degree to which the TTP have made progress on its original objectives. The scope of the evaluation mainly focuses on all program activities related to the processing of trusted travellers in comparison to conventional travellers at the POEs in air, land and marine modes"--Executive summary, p.
