Community Energy Planning is an issue that is very much in discussion in municipalities across Canada and elsewhere. The availability of future supplies of inexpensive energy cannot be guaranteed and preparatory steps need to be made by municipalities to ensure their long term growth. The basis of the Factor-2 community is a 50% reduction in its dependency on fossil fuel. This document provides guidance for the community to develop the plan that consolidates their ideas, identifies programs and activities and helps them put them into action"--p. 2.
