"In September 1972, the newly appointed Regional Planner met Chief Donald Ward of the Red Bank Reserve, to discuss the regional planning program. The Chief requested Mr. Hulsman to prepare a plan for the reserve. This report has two parts: 1) A general description of the Reserve; 2) The Development Plan, outlining proposed land uses and containing the text explaining the proposals"--Introduction.
