"In September 1972, the Regional Planner visited Chief Albert Levi of the Big Cove Reserve and discussed the regional planning programme. As a result of the meeting the Chief requested the Planner to prepare a master plan for the Reserve. This report has two parts: 1) A general description of the Reserve; 2) The Master Development Plan, outlining proposed land uses and containing the text explaining the proposals"--Introduction, p. 1-2.
