"In this paper I will attempt to illustrate how the Vancouver Port Authority and Quebec Port Authority used EARP as a planning tool in order to mitigate the environmental impacts of their proposals while optimizing the socio-economic and environmental benefits. I will demonstrate that because the process was applied early enough, the Port Authorities were able to modify their proposals to take into account public concerns and therefore make them more acceptable to all concerned while meeting their respective needs for expansion."--p. 2.
