"Shortly after the outbreak of hostilities in September, 1939, an enquiry was undertaken to ascertain the extent of the laboratory facilities existing in Canada, in the effort completely to mobilize the resources of the Dominion for the prosecution of the war. In preparing the questionnaire for this survey, (the first of its kind in Canada), the National Research Council, the Department of National Defence, the Department of Mines and Resources and the Dominion Bureau of Statistics collaborated"--Introduction.
