"In 1977, the Department of Indian and Northern Affairs (DINA) referred a proposal by the Proponent, Norlands Petroleums Limited, to drill one exploratory well in 1979 in Lancaster Sound, to the Federal Environment Assessment Review Office. The Lancaster Sound Environmental Assessment Panel was then established to review the potential environmental consequences of the proposal and to provide recommendations to the Minister of the Environment on its acceptability. In accordance with the initiating department's request, the Panel assessed regional considerations of Lancaster Sound as well as those of a site specific nature"--Exec. Summary, p. [1].
