Report of the transitional management committee / J.G. McGilp ... [et al.].: R5-567/1977E-PDF
"Over the last few years it has become increasingly evident that the process of organizational change is not a stop and go activity. It is a continuous process of evolution to meet changing requirements. Specifically, in the Indian and Eskimo Affairs Program, since the last major change in 1975/1976, a need for further modification of the Headquarters structure has been identified. This should allow the program to maintain the process of further decentralization (particularly of program development activities), to reflect progress and changes in the environment, and to improve the quality, effectiveness and responsiveness of the Headquarters portion of the total Indian and Eskimo Affairs Program"--Introduction, p. 1.
