"An accurate analysis of regional socio-economic conditions is an integral part of a land use report, a development feasibility study, or an appraisal of market value. A land use report essentially relates physical characteristics of a specific parcel of land to socio-economic conditions in order to determine the highest and best use of the parcel. A development feasibility study examines the capability of a parcel of land to be developed for a specific use. Operating costs are related to income to develop a cash flow presentation which is the basis for judging the feasibility of the development. The prediction of incomes are largely influenced by regional socio-economic conditions. An appraisal of market values or an appraisal of loss or damage caused by a taking of land begins with an analysis of regional socio-economic data. This analysis is the one basic component of an appraisal which influences all other calculations. The determination of highest and best use and interpretation of sales data is largely influenced by an analysis of regional socio-economic conditions"--Purpose and scope, p. 5.
