“The first official statistics covering Charitable and Benevolent Institutions in Canada were collected as part of the Decennial Census of 1931. Special schedules, drawn up by the Institutions Section of the Dominion Bureau of Statistics and approved by the Provincial Welfare Departments, the Canadian Welfare Council and other voluntary welfare organizations, were used to collect this information. The results of this survey were published in Volume IX of the Report of the Seventh Census of Canada, 1931. It was later decided to make a similar survey of these institutions at five-year intervals and accordingly a special census of Charitable and Benevolent Institutions was taken in 1936, 1941 and 1946, but due to wartime economy measures, the 1941 report was not published. In order to complete an unbroken series of quinquennial reports, this volume contains in Part I the results of the 1941 census and in Part II the results of the 1946 census”--Preface, p. iii.
