"The Post-Secondary Education Assistance Program (PSEAP), which is funded by Indian and Northern Affairs Canada (INAC), provides financial assistance to eligible Indians and Inuit in assisting them to prepare for and acquire post-secondary education. This report presents the findings of a review of this program, covering the current year and the previous two years in Manitoba and Saskatchewan. Included in the study were Treaty Indians, Inuit and Bill C-31 individuals. The study was comprised of a review of similar previous evaluations and of baseline data of a sample of bands in Manitoba and Saskatchewan, a telephone survey of college counsellors, band counsellors, tribal council administrators and regional INAC officials, and a focus group session with funded students"--Executive summary, p. i.
