"This project is being undertaken for the Self-Government Sector, Indian and Northern Affairs Canada. It is the first step of a much larger project which would have as its objectives: To research the potential for Indian (native) involvement in environmental management and protection within the present legal framework (Federal and Provincial/Territorial) ; To provide a basis for the assessment of environmental matters included in self-government proposals ; To identify the levers that could be used to convince provincial governments, federal agencies, and to some extent regional governments if appropriate, of the relevance of native participation in those activities ; To suggest the scope and limits of negotiations ; To recommend mechanisms for the resolution of conflicts in such negotiations"--Introduction, p.
