"Dividing the Northwest Territories into two distinct regions with independent governments represents a major step in the process of recognizing the needs and aspirations of the citizens of Canada's north. Currently attention is appropriately directed to ensuring affected residents know and understand the implications of the proposals they will soon vote on. When this process is completed attention will quickly turn to developing the administrative framework for the governing institutions that will have been created"--Introduction, p. 1.
