520 |a"Environment and Climate Change Canada is responsible for the conservation of migratory birds in Canada and the management of the sustainable hunting of these birds. The hunting regulations for migratory game birds are reviewed and amended biennially by Environment and Climate Change Canada, with input from provinces and territories, as well as from various other stakeholders. As part of the regulatory process to amend the hunting regulations, the Canadian Wildlife Service (CWS) produces a series of regulatory reports. The first report, Population Status of Migratory Game Birds in Canada (commonly called the “November Report”), contains population and other biological information on migratory game birds, and thus provides the scientific basis for informing management decisions that ensure the long-term sustainability of their population. Environment and Climate Change Canada reviews hunting regulations every two years, and publishes the November Report to evaluate the status of migratory game birds on a biennial basis as well”--Background, p. 6.
