This challenge may profoundly affect the fabric of Canadian social and economic policies, and has the capacity to change the face of research within governments and universities.This paper reflects water issues having environmental, social and economic consequences for the Canadian public and for which, according to the Final Report of the Inquiry on Federal Water Policy, federal leadership will be required.
