"The Mandate of the Committee is set out in two memoranda, one dated April 19, 1985 and the second dated April 24, 1985 both signed by John S. Rayner, Executive Director General, Indian and Inuit Affairs. Although the mandate as set out in the aforementioned memoranda will not be repeated here, suffice to say the basic thrust of the mandate was to initiate a complete departmental review of all historical matters affecting the Westbank Indian Band. The objective is to attempt to resolve any and all outstanding matters in the best interests of all affected parties to the end that all would receive fair and equitable treatment. The departmental initiative was to include all outstanding issues between the Westbank Band of Indians and the third party lessees that have business dealings with the Band. Included as well were all departmental personnel, particularly those from British Columbia Region, who were also affected by issues regarding the Westbank Band over the past several years"--Mandate, p.
