"This report was initiated by a letter of April 24th, 1985 from Mr. John S. Rayner, Executive Director General (Indian and Inuit Affairs). I was instructed to review the complaints of a number of mobile home park lessees on the Westbank Indian Reserve as well as to review the matters dealt with in two other reports"--Introduction, p.
