"The lack of scientific rigour in environmental impact assessment (EIA) has been identified as a major problem (Beanlands and Duinker 1983; Canadian Environmental Law Research Foundation 1986). The solution clearly lies in the development and application of better methods for assessing impacts. The solution also lies in better utilization of existing tools, such as mathematical models.
