"The purposes of this report are to help provide an understanding of the cause of floods in the region, to estimate the peak discharge through indirect means and to provide an evaluation of the peak flow data. This report also provides a brief description of the physiography and climate of the area, the events leading up to the flood, the extent of flooding from the rainstorm, and flood damage in the Pemberton Valley"--Introd., p. 1.
