"In 1984, the Parliament of Canada passed legislation to give effect to the Inuvialuit Final Agreement (IFA) reached between the Committee for Original Peoples' Entitlement, representing the Inuvialuit of the Western Arctic, and the Government of Canada. The IFA established several bodies, funded by the Government of Canada, to implement its environmental and wildlife management provisions. Current funding arrangements expire on March 31, 1994. The Department of Indian Affairs and Northern Development has undertaken to return to Treasury Board by October 1993 with a proposal for long-term funding arrangements. In 1991, the Inuvialuit Game Council and the Joint Bodies established under the IFA proposed that their performance in fulfilling their mandates be evaluated. The federal and territorial governments agreed. The purpose of this evaluation is to provide all parties with the information they need to discuss implementation of the IFA after current funding arrangements expire"--Introduction, p. 1.
