"This report explores how regional planning, which supported the management of cumulative effects in urbanized regions, would differ from existing planning practice. Twelve normative principles related to three areas of planning, regional governance, planning goals, and the form of planning practice, are synthesized from the literature. Then these principles are used as a heuristic in examining a case study of regional planning in the Greater Vancouver region of British Columbia"--Abstract.
