"This paper was written for the Canadian Sentencing Commission in 1984. The intention was to review the research literature on sentencing (and public views of sentencing) that had accumulated since 1969, the year that the Canadian Committee on Corrections (now referred to as the Ouimet Committee) released its report. In addition, the aim was to present the material in a non-technical way that would be accessible to the members of the Canadian Sentencing Commission, most of whom were not professional social scientists"--Foreword.
