520 | 3 |a"The need to apply environmental assessment to government policies that encourage environmentally damaging human behaviour is now generally accepted by leading environmental experts. Currently, however, few methods exist for conducting such environmental assessments. Part of the problem lies in the complexity of the policy-making process, which confuses the identification of “policies. ” This problem of policy identification can be partially overcome by focusing on the most tangible statement of government policy: the budget. This report begins with a rationale for why government budgets are the most appropriate unit of analysis for performing environmental assessments on government policy. Next, a literature review is conducted on the methods for assessing the environmental effects of policy. This is followed by a synoptic conceptualization of the interactions occurring among budgetary policies, human economic behaviour, natural life support systems, and political systems. Findings from the literature review and the conceptualization are used to guide the search for methods of assessing the environmental implications of government policy through budgetary analysis.
