"At the Forum, held May 21-24, 1991, in Montreal, Canada's Environment Minister challenged participants to develop a framework for achieving a 'second generation' of environmental information. Delegates to the Forum represented 38 countries and 22 international organizations, and their significant contributions are reflected in the quality of the primary Forum product, the Environmental Information Statement. The Statement provides a set of actions needed to improve environmental information for decision-making today and into the 21st Century. This document constitutes the formal record of the Forum.
