"The motivation behind the development of these guidelines was a collective desire to "do something" about the increasingly intractable problems faced by all operators of groundwater data banks, such as rapidly rising costs of operating existing systems, increasing backlogs of well drillers' reports, and complaints about service to clients. The federal government has long been concerned about the variety of systems used in different jurisdictions, which has made it more expensive and time consuming to prepare national or regional evaluations of groundwater"--Pref.
